What the 2026 law changed for grandchildren

Organic Law no. 1/2026 ties the grandchild path to article 6. The language presumption for Brazilians does not cover culture, history and civics.

Organic Law no. 1/2026, of 18 May, says that attribution under paragraph (d) depends on paragraphs (c) to (h) of article 6(1).

That covers Portuguese language and culture, history and national symbols, rights and duties and the organization of the State, a declaration of adherence to the rule of law, criminal record and security limits, and UN or EU restrictive measures.

A national of a Portuguese-speaking country is presumed to meet only the language part. Culture, history and civics still apply. The old A2 certificate is not the whole requirement.

Checked against the Diário da República on 22 September 2026. The official list of documents is at justica.gov.pt.
